General Definition of Work
Performs complex skilled administrative support work providing primary office assistance and administrative support in a department, preparing and maintaining detailed, complex and/or confidential records and files, preparing reports, assisting the public and related work as apparent or assigned. Continuous oversight is exercised over the Central Permitting processes for Inspections, Environmental Health and Public Utilities. Work is performed under the limited supervision of the Community Development Director.

Essential Functions
Maintains complex accounting, budget, personnel and payroll records; assists with budget preparation, maintenance and account reconciliation; prepares financial, statistical and project status reports, spreadsheets and work papers.
Processes accounts receivable, accounts payable, payroll, budgetary and other financial data; reconciles invoices with payment vouchers; prepares bills; performs calculations and posts to statistical and other records applying knowledge of regulations.
Gathers and compiles detailed information for inclusion in special and/or complex reports and documents; prepares reports and documents in accordance with instructions.
Enters a variety of data into computer; verifies statistical and other records for accuracy and completeness; enters and retrieves sensitive and restricted information into computer system; collects and compiles information.
Types a variety of documents including correspondence, permits, forms, reports, purchase orders, requisitions, resolutions, ordinances, proclamations, meeting minutes, agendas and related documents, etc. where a knowledge of format and presentation is necessary; answers routine correspondence independently; distributes documents as appropriate.
Assists customers at the counter and over the telephone; responds to inquiries regarding fees, licenses, permits, policies, rules and regulations; explains procedures and permit requirements to customers.
Trains, assigns, directs and inspects the work of Central Permitting Tech’s; performs duties of the CPT’s as needed.
Attends various committee and/or Board meetings; takes minutes; coordinates and prepares meeting rooms; prepares and disseminates agendas and other information for meetings.
Receives, sorts, processes and distributes incoming and outgoing mail.
Operates a variety of standard office equipment including a personal computer.
Other duties as assigned.
Knowledge, Skills and Abilities
Comprehensive knowledge of the organization and functions of the department and of general administrative policies and practices; comprehensive knowledge of standard office practices, procedures, equipment and office support techniques; comprehensive knowledge of business English, spelling and arithmetic; ability to read, understand and interpret difficult materials with complicated information that may contain excerpts from regulatory and/or legal documents; ability to keep office records and to prepare accurate reports from file sources; ability to perform and organize work independently; ability to prepare effective correspondence on routine matters and to perform office management details without referral to supervisor; ability to operate standard office and computer equipment including ability to operate specialized software; ability to establish and maintain effective working relationships with associates and the general public.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires walking, sitting and reaching with hands and arms and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Education and Experience
Associates/Technical degree with coursework in accounting, business administration, administrative support, or related field and considerable experience in planning, permitting, inspections, administrative support work, or equivalent combination of education and experience.
Special Requirements
Pass the NC Code Official Qualification Board’s Law and Administration Course within one year of employment.
Obtain Notary Public within one year of employment.
Valid driver’s license.
