Description

The Budget Specialist I position will perform financial reporting, compliance and budgetary projections in the Kentucky Human Immunodeficiency Virus/Acquired Immunodeficiency Disease Syndrome (HIV/AIDS) Section. This is a great opportunity to improve the health of Kentuckians. This role has the ability to make an impact by preventing the spread of HIV through funding education and resources, and in turn, help the commonwealth advance toward the goal of ending the HIV epidemic.

This is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Responsibilities and Duties:

• Monitors, reviews, reconciles, and records budgetary tracking of the HIV Services budget for the subrecipients, local health departments and Emergent Community partners funded by Ryan White.
• Develops accounting spreadsheets to analyze and monitor receipts, expenditures, allotment balances, and other financial elements of subrecipient monitoring programming.
• Prepares monthly, quarterly, and annual federal and state reports.
• Performs revenue and expenditure projections by analyzing trends and other available information.
• Assists with contracts/modifications of subrecipients, local health departments and Emergent Community Partners.
• Ensures budget in compliance with federal and state requirements and guidelines.
• Provides analysis of financial activities, including monitoring spending variances by subrecipient and cost benefit analysis.
• Other duties as assigned.

Preferred Knowledge and Abilities:

• Excellent verbal and written communication skills
• Basic computer skills required
• Proficiency in Microsoft Office products, including Word, Excel, Outlook, and PowerPoint required
• Basic understanding of public health, infectious diseases, microbiology, or surveillance preferred
• Ability to multi-task
• Excellent organizational skills and detail-oriented
• Financial reporting and budgetary projection experience
• Accounting or auditing experience
• Statistical analysis experience
