Description/Scope:
The Board’s Office of Appellate Support (OAS) Technical Infrastructure Branch (TIB) provides technical support and engineering oversight for all Information Technology (IT) activities at the Board, including systems development, operations support, deployment, and maintenance of applications. TIB does not do development directly but rather serves as the owner of work done by or for VA’s Office of Information Technology (OIT).
The Board faces challenges ensuring that developed appeals systems efficiently advance the Board’s mission. The Board’s primary appeals processing system for Appeals Modernization Act (AMA) appeals, Caseflow, is not fully mature, limited in functionality, prone to instability, and needs critical enhancements, and infrastructure improvements to support advanced analytics to accommodate data mining, automation, and artificial intelligence. The Board’s legacy system, VACOLS, is still in use for pre-AMA claims (which are likely to exist for several more years) and in AMA claims where Caseflow functionality is lacking.
The Jr Functional Analyst is responsible for overall program management, technical oversight, quality control, contract administration and costs of the project. Responsibilities include:
- Provide support for the full planning and business execution of Board IT priorities throughout the lifecycle from initial business cases through requirements management to maximize returns on investment by supporting the development of, for example, key performance indicators, key results, benefit, and impact statements to meet business goals.
- Be an authority in the area of specialization;
- Analyze the existing systems and highlight areas of improvement;
- Enhance opportunities by identifying new software/services to be developed;
- Analyze and decompose complex requirements;
- Perform gap analysis and recommend solutions;
- Create functional specifications and prepare wireframes/flowcharts;
- Oversee the development of the product as per the specifications;
- Facilitate change and configuration management;
- Monitor performance, discover variances, and propose necessary actions;
- Validate the functionality of the end product according to the requirement specifications;
- Prepare technical user manuals, system configuration documents, and other technical reports.
