This is an operational and staff management position accountable for the quality, efficiency, performance and management of the Optum Supply Chain Procurement team supporting Northern Light Health. The Manager of Procurement will develop an environment and process that ensures the strategic procurement of goods, services and capital equipment (collectively “materiel”) in a timely and cost-effective manner. The Manager of Procurement facilitates productive workflow processes, establishes outstanding customer service expectations, and assists in the establishment of strategic direction for the department. She/he will prepare service level metrics in efforts to increase operational and transactional efficiencies. Through continuous communication ensures that procurement staff is up to date on the latest policies, procedures, product changes and contracting initiatives. Acts as Infor ERP system subject matter expert for others relative to procurement and requester functionality. Proactively collaborates with other supply chain areas and accounts payable to optimize the order-to-pay process and develop efficient process flows. The Manager is accountable for implementing a seamless, customer-focused process for procuring the right material at the right price and at the right time to meet patient care needs.

Primary Responsibilities:

• Leads the development of a Procurement customer service center
• Manages the acquisition of material utilizing proven industry processes and controls while enforcing efficient and fiduciary buyer practices
• Collaborates with service lines, finance and supply chain departments to understand the “voice of the customer”, including their respective needs and requirements
• Participates on project teams and attends meetings as assigned
• Assist Analytics staff in developing and maintaining product catalogs
• Actively participates in hazard notification and recall processes to ensure the safety of our patients, employees and contracted staff
• Works with colleagues to ensure streamlined workflows are in place so that transactions associated with the procurement to payment of goods and services are seamless, efficient and works as designed
• Develops work systems and processes to deliver value to key customer groups. Seeks to reduce waste and improve processes Procurement Management
• Aids and supports contract managers with non-Contracted catalog quotes, negotiating low risk, low value contracts, and capital purchases (such as consignment, hotels, minor equipment, etc.)
• Provides oversight of procurement specialists to effectively manage the purchase of supplies, services and equipment in a timely manner within Northern Light Health’s established policies and procedures, including signature authority
• Identifies training needs and facilitates the plan for education and training. Monitors reports to ensure best practices and policies are followed
• Verifies materiel is provided by suppliers in accordance with any established contractual terms and conditions
• Acts as Infor ERP system subject matter expert for others relative to procurement and requester functionality
• Works with Accounts Payable to implement payment process, monitor and resolve match-exception (buyer) messages, and any supplier payment issues
• Manages procurement specialists and works collaboratively with Value Analysis to avoid and/or resolve disruptions to product supply or services or any situations were quality does not meet customer expectations (e.g. defective)
• Assists Accounts Payable to promptly resolve payment disputes and invoice discrepancies
• Provides quantifiable performance expectations for Buyers to ensure the effective and efficient acquisition of goods and services
• Support Value Analysis, Contract Managers analytics, and member organizations with trials and product conversions; support the product addition or conversion process
• Monitor savings, spend, and compliance related to implemented support service contracts or initiatives
• Supports and optimizes contracted savings, spend and compliance KPI’s by ensuring products and services are sourced and procured under contract
• Develop vendor relationships to ensure successful contract implementation and compliance and sustainability Leadership
• Works closely and collaboratively with the Director of Supply Chain Systems Integration
• Participates in all Business Reviews with vendors/suppliers
• Mentors and supports the procurement staff in personal and professional development
• Provides for appropriate training and education
• Engages suppliers to use validated, cost-effective order management and payment technologies to streamline or automate business processes
• Works with supply chain departments to ensure accurate information is maintained in appropriate electronic files and databases including, but not limited to product attributes (e.g. descriptions, packaging, pictures, contract number, etc.) in the Enterprise Resource Planning System (Cloud Suite Financial / Infor)
• Certifies that all procurement activities and processes meet institutional standards and regulations (e.g., The Joint Commission, CMS, OSHA, etc.)
• Leads through rewards and recognition of staff
• Leads through accountability of staff when needed
• Other duties as assigned

Required Qualifications:

• 5 + years of experience with Procurement and/or Materials Management
• 3+ years of experience in a leadership capacity
• Experience and knowledge of Supply Chain practices and procedures
• Demonstrated proficient knowledge using computer advanced techniques of MS Word Power Point, and Excel

Preferred Qualifications:

• Experience with ERP systems operations knowledge preferred; Infor Cloud Suite ERP experience
• Proven knowledge of contemporary business practices acquired through major coursework in business, leadership, management, finance, or administration
• Proven knowledge of Patient Safety and Regulatory Standards, Healthcare Policy, and Evidence-Based Practice Guidelines

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
